Andrew Blank

Project Specialist

Andrew Blank, MPH, PMP® is a project specialist and chair of AIR Stars and Stripes, the military and veteran employee resource group. His expertise is in health equity, violence prevention, and climate change, and his primary responsibilities include public health and education project leadership, process improvement, and resource allocation to drive quality, timely deliverables.

Blank’s current work includes roles as project director for a Department of Defense (DoD)-funded civics education study, senior advisor to a Post-9/11 GI Bill utilization study, recruitment lead for a Department of Education-funded civics education study, and trainer for DoD SPARX Knowledge. He facilitates cultural and linguistic competence on the Integrated Prevention Technical Assistance Center.

Previously, Blank was a project specialist for Novant Health, centering process improvement efforts on strategic initiatives and talent acquisition. He managed two University of North Carolina Health research projects driving equity for Spanish-speaking patients, and previously led the community health worker program at the San Diego Refugee Communities Coalition and UC San Diego Refugee Health Unit. As a nuclear submarine officer in the U.S. Navy, Blank served aboard USS Ohio (SSGN 726) (Blue) and USS Topeka (SSN 754). Blank was appointed to the Wilmington Tree Commission in 2023.

Blank holds numerous professional certifications including Project Management Professional® (PMP®) from Project Management Institute, Certified in Public Health (CPH) from the National Board of Public Health Examiners, and APMP Bid and Proposal Management Foundation (CF APMP) from Association of Proposal Management Professionals.
