Elizabeth Schoyer

Senior Researcher

Elizabeth Schoyer has extensive experience with health policy at the federal level, having worked on projects including the Center for Medicare and Medicaid Innovation payment and care delivery initiatives and supporting states with enforcement of the Mental Health Parity and Addiction Equity Act. At AIR, Elizabeth has worked as a team lead, researcher, and evaluator on issues related to behavioral health, public safety/policing, and patient safety.

Before joining AIR and IMPAQ International, Schoyer worked for eight years in San Francisco as a certified addictions treatment counselor. Her clients were primarily from underserved populations, including people without stable housing, people with HIV, seniors, people of color, LGBTQI people, veterans, people with severe mental illness, people on probation/parole and leaving incarceration, pregnant people, and immigrants. Her training and experience include medical and social model detox; addiction severity assessments; trauma informed care; crisis intervention; naloxone trainer and distribution; Motivational Interviewing; peer counseling; and group facilitation.

While the corporate responsibility lead for the AIR/IMPAQ office in Oakland, California, Schoyer spearheaded fundraising and volunteer work with Project Pride, a local residential substance use disorder program for women with dual diagnoses and their children. She now serves on an advisory board at Project Pride to help guide the implementation of intergenerational and family-targeted services.
