Meghan Wills

Senior TA Consultant

Meghan Wills is a senior TA consultant in the Workforce program at AIR. Her primary responsibilities include providing strategic support and technical assistance to strengthen and modernize the Registered Apprenticeship system and expanding the use of Registered Apprenticeship to train and prepare the educator workforce.

Wills has more than 12 years of experience in workforce and education policy at the national and state levels. She is a skilled technical assistance provider and facilitator with significant experience supporting governors’ advisors, state workforce and education system leaders, and private sector leaders as they prepare workers for careers today and into the future. 

Prior to joining AIR, Wills was an independent consultant and owner of Wills Policy Solutions; she delivered TA to state and local education leaders, supported industry-driven public-private partnerships, and authored publications on key policy challenges and innovative promising practices. Previously, she served as director of strategic initiatives at Advance CTE, where she led state CTE policy and TA projects and a multi-site initiative to strengthen high-quality career pathways. She also served in increasingly senior positions at the National Governors Association Center for Best Practices; in her most recent role as workforce program director, she led workforce development initiatives with governors, state workforce agency leaders, and state workforce boards.
