Evaluation of Mental Health and Substance Use Services for Individuals in San Mateo
Recent assessments and surveys demonstrate that one in three San Mateo County adults suffered from depression in 2022 and 45% residents experienced loneliness and isolation.

San Mateo County Behavioral Health and Recovery Services (BHRS) provides support for the prevention, early intervention, and treatment of serious mental health issues and/or substance use conditions in children, youth, families, adults, and older adults. San Mateo BHRS’s services are integrated and culturally sensitive supporting holistic treatment to achieve wellness and recovery of individuals, families, and communities.
San Mateo BHRS contracted AIR to evaluate several of the county’s programs aimed at improving the health and wellbeing of individuals with mild to severe behavioral health issues and opioid use disorders. The AIR team will support the county by evaluating the following programs:
- Full-service partnership that provides wraparound services for people with a severe mental health condition;
- Assisted outpatient treatment encouraging individuals with serious mental health issues to get treatment voluntarily;
- Twelve direct treatment programs funded by California’s Mental Health Services Act. These programs provide specific services to support county residents with mild to severe behavioral health conditions;
- Adult Residential In-home Support Element Innovation;
- County’s initiatives funded by Opioid Settlement Funds;
- County’s reporting on three National Committee for Quality Assurance Healthcare Effectiveness Data and Information Set standard measures;
- SB43 program, which will expand California’s criteria for involuntary detention and conservatorship for individuals with severe substance use or mental health disorder; and
- Outreach and engagement activities for county residents.
