Evaluation of Oregon’s Quality Education Model
The Oregon study represents AIR’s continued commitment to generating the highest quality research to inform state policy makers on the true cost of providing an equal educational opportunity to students served, regardless of their educational needs or where they attend school.

Providing an education system that ensures that all students are afforded the opportunity for educational success requires an equitable and adequate education funding system. Oregon’s commitment to this goal was expressed in Senate Bill 1552, which called for a comprehensive study of its public K–12 education funding system.
The AIR study commissioned by the Oregon Legislative Policy Research Office includes a detailed evaluation of the state’s existing public school finance system and recommendations of how it could be improved to provide funding in a more adequate and equitable manner.
AIR led this work with the intention of generating evidence necessary for policymakers in Oregon to make informed decisions surrounding how best to fund their school districts. In line with previous state finance work, this study uses cutting-edge education cost function modelling to estimate the cost of offering an equal opportunity for all of Oregon’s students to meet state educational goals.
