Examining Licensing Issues Within the Cosmetology Industry
Inconsistent state licensing requirements cause significant challenges for the cosmetology industry, affecting both professionals and consumers. Varying requirements can restrict interstate mobility for professionals, which can lead to a lack of available cosmetologists in certain areas. These disparities can result in increased cost and time needed to attain and maintain an occupational license, limiting employment opportunity and industry growth.
Equipping Policymakers, Educators, and Industry Leaders with Data-Driven Insights to Advance the Beauty Industry Workforce
In 2014, the Professional Beauty Association (PBA) partnered with AIR to examine how differences in state curriculum requirements and licensing practices were related to outcomes in the beauty industry.
AIR provided a foundational analysis by conducting a comprehensive environmental scan and systematically reviewed existing licensing requirements across U.S. states. In addition to performing qualitative curriculum analysis, our team explored the impact that the total number of curriculum hours may have on these state-level education, employment, and safety and quality outcomes.
By identifying correlations between curriculum hours and factors such as program length, job placement, and student financial burden, the report equips policymakers, educators, and industry leaders with data-driven insights to inform more equitable and efficient licensing standards.
This work supports efforts to reduce barriers to entry and mobility within the beauty industry, enhance workforce development, and safeguard public health—while also helping the PBA advocate for data-driven reforms that balance consumer protection with professional opportunity.
