Blueprint for the Use of Evidence in Language of Instruction Decisions (BUILD)
Nearly all children in low- and middle-income countries are learning to read and do math in bilingual or multilingual educational settings. The Blueprint for the Use of evidence In Language of instruction (LoI) Decisions (BUILD) framework provides evidence-based and politically workable roadmaps to help decision makers to strengthen key components of the education systems to support bilingual foundational learning outcomes.
BUILD is being developed and tested in Cote d’Ivoire, Mozambique, Rwanda, and Senegal.
The BUILD Framework
The BUILD framework answers a series of empirical questions across various components of the education systems in order to provide holistic blueprints for multilingual education decision-making.
Biliteracy House Model
To develop an intuitive and metaphorical representation of the skills and sub-skills (pillars and bricks) and transferable skills (shared walls) needed to support the development of biliteracy acquisition, AIR has developed a “Biliteracy House Model.” The BUILD framework will apply the biliteracy house as its theoretical underpinning for the science of bilingual reading and, as such, the model will guide all aspects of our analyses and the development of the country LoI blueprints and roadmaps.
