Advance Strategic Staffing Models Through District and State Collaboration

Strategic staffing solutions are a systematic way to provide the opportunities that educators want and deserve for career advancement, responsive working conditions, and competitive compensation.  

This approach helps to codify and build teacher leadership to advance careers within and outside the classroom, redesign workloads and working conditions through flexible and responsive staffing approaches, and develop competitive compensation reforms that recognize educator skills and experiences. 

We help districts collaborate with states to advance practical, strategic staffing solutions. Our technical assistance and tools build client capacity to remove policy and practice barriers and replace them with infrastructure that advances strategic staffing solutions at both state and local levels.

Cowritten by the Teacher Salary Project, this brief presents a case for state and local policy makers to look at the data to make better decisions related to teacher salary increases. This brief highlights national research on current teacher salaries and their impact; outlines state-by-state data, exemplars, and guidance for making salary adjustments; and summarizes recent commitments to teacher pay made by state governors.

Co-authored with Center for Analysis of Longitudinal Data in Education Research (CALDER Center) at AIR and Boston University, this working paper examines the impact of a bonus policy implemented in 2020 by Hawai‘i Public Schools. Experts analyze how Hawai'i represents a unique but instructive case of how strategic financial incentives can help address special education teacher shortages.

To address the problem of teacher turnover, the Nevada Department of Education is working with the GTL Center on gathering uniform statewide information on teacher turnover and staff working conditions that can be used to improve the recruitment and retention of world-class employees.

Pulse Checks on Teaching Conditions and Teacher-Well Being (2021)

The GTL Center and the Region 1 and Region 9 Comprehensive Centers partnered with Maine, Massachusetts, New Hampshire, Vermont, Illinois, and Iowa to facilitate a Community of Practice to use pulse check surveys to assess teaching conditions in rapidly evolving and adapting learning settings (e.g., remote, hybrid).
